The 5th Meeting of the Standing Committee of the 9th National People's Congress hereby decides that vacancies of delegates to the 9th National People's Congress from the Hongkong Special Administrative Region left due to various reason shall be filled in proper order according to the order of precedence on the basis of the number of votes won by candidates not elected at the time of election of delegates to the 9th National People's Congress from the Hongkong Special Administrative Region.
