--XU MINGJIN, chairman of the Shenzhen Xiangbin Group and a member of the Chinese People's Political Consultative Conference National Committee, said a Shenzhen developer built a low-income house to which related government authorities did not provide water or a power supply, and the problem was not solved even after 163 conferences between the developer and the related departments.
