台湾省出席第九届全国人民代表大会协商选举方案

In accordance with the Resolution of the Fifth Session of the Eighth National People's Congress on the Number of Deputies to the Ninth National People's Congress and the Election of the Deputies， “for the time being 13 deputies of Taiwan Province will be elected among compatriots of Taiwan origin in other provinces， autonomous regions and municipalities directly under the Central Government and in the Chinese People's Liberation Army.” The Election procedure is that the deputies will be elected in Beijing through consultation among representatives sent by Taiwan compatriots in these provinces， autonomous regions and municipalities directly under the Central Government and in the Chinese People's Liberation Army.

There are over 33，000 Taiwan compatriots across the country in the 31 provinces， autonomous regions and municipalities directly under the Central Government and in the central Party， government and army institutions. It Is determined that 120 representatives will participate in the consultative election conference. The number will be allocated on the basis of the distribution of Taiwan compatriots including those in the army units stationed in various localities and the standing committees of the people's congresses of the provinces， autonomous regions， and municipalities directly under the Central Government shall be responsible for organizing consultation for the election. The election should be completed before the end of December in 1997. The conference for consultative election will be convened in Beijing in January of 1998 and will last about seven days.

The consultative election of deputies of Taiwan Province to the Ninth National People's Congress should be conducted in a spirit of democracy. In the discussions on the candidates， consideration should be given to representative personages in various fields and proper attention paid to the candidates of the young and middle-aged， women and minority nationalities.

In line with the relevant stipulations of the Electoral Law of the National People's Congress and Local People's Congresses at All Levels of the People's Republic of China， the deputies shall be elected by secret ballot following the election procedure in differential numbers.

The conference for consultative election will be called by Zhang Kehui， a member of the National People's Congress Standing Committee.
