Russian law intends to prohibit foreign electronic payment services such as Alipay and WeChat to provide services to Russian citizens. If WeChat and Alipay want to operate in the Russian market, they must establish a credit organization in Russia and obtain a transfer permit from the Central Bank of Russia. In December 7th, the Russian State Duma proposed a legal amendment to the state payment system to strengthen control over Russias overseas payment system (MoneyGram, IntelExpress) and electronic payment services (Alipay, WeChat, etc.). The bill was formulated by Anatoly Aksakov, Chairman of the National Financial Market Commission, and Nicolas Lavlev, First Vice-Chairman of the Budget and Financial Market Commission of the Russian Federation. The bill also requires foreign payment system operators not registered in Russia to open representative offices in Russia and obtain transfer permits from the Russian Central Bank. Under the Act, foreign payment service providers or electronic wallets will be prohibited from providing remittance services to Russians and providing such transfers to Russian banks. Alipay, WeChat and other electronic purses can only be used by foreign customers who are not Russian residents. In addition, the Bank of Russia will also collect user information from Alipay and WeChat to comply with Russias legislation on money laundering. The Central Bank of Russia will be able to receive documents from banks and electronic wallets or obtain other necessary information. |
