dual-track approach 双轨思路

Speaking at the ASEAN Summit Thursday, Premier Li Keqiang said that China & ASEAN members have identified a dual-track approach for dealing with the South China Sea issue. They will work to agree upon a code of conduct in the South China Sea.

李克强总理周四在东亚峰会上表示，中国与东盟国家明确了处理南海问题的“双轨思路”，努力早日达成“南海行为准则”。

“双轨思路”即dual-track approach。李克强表示，处理南海问题时，有关具体争议应由直接当事国通过谈判和协商解决（negotiations and consultations by countries directly concerned）。各方应同意积极开展磋商（actively carry out consultation），争取在协商一致的基础上（on the basis of consensus）早日达成“南海行为准则（a code of conduct in the South China Sea）”，并已取得早期收获（early harvest has been achieved）。中方倡议有关国家积极探讨共同开发（relevant countries actively explore joint development），有效管控分歧（management differences）。
