lure students with unreasonable perks 恶性抢生源

Universities are not allowed to lure students with unreasonable perks such as excessive scholarships or placement promises, the Ministry of Education announced on Wednesday in a notice regulating university recruitment. 

教育部8日印发通知规范高校招生工作，要求高校不得以高额奖学金或承诺录取等不当方式恶性抢生源。

教育部规定，高校不得通过签订预录取协议（preadmission contracts）、入校后重新选择专业（choose different majors after enrollment）等不当方式吸引生源（attract students）。此前，北大、清华在微博上“掐架”，互相指责对方存在诈骗、花钱买高分考生（"buying" top scorers on the gaokao）等行为。高校争抢优质生源（battle for top students）不是新鲜事，招生组甚至在成绩公布前就打电话给优生，带他们参观校园（offer campus tours），询问他们的理想专业。

“恶性抢生源”可以用lure students with unreasonable perks表示，指的是在高校招生过程中，通过一些优惠政策，争抢高分考生。Lure在这里指的是用好处诱惑，引诱。“抢优质生源”还可以用poaching of talented students表示，poach这里指挖墙脚。“生源”可以用student pool来表示。
