China plans to tighten regulatory controls on the country's nearly 300 online payment firms, including Alibaba Group Holding Ltd's finance affiliate.

中国计划加强对国内近300家在线支付公司的监管，包括阿里巴巴集团旗下的金融子公司。

“在线支付”，也称网络支付可以用online payment 表示，payment表示支付，settlement也可以表示支付，如跨境支付（cross-border settlement）。

该意见稿一经发布就在网络上引起了极大的争议，因为其规定了通过第三方支付平台在线交易的上限（imposes a cap on the amount that can be spent online via third-party payment platforms）。《征求意见稿》指出，采用不包括数字证书、电子签名（electronic signature）在内的两类（含）以上要素进行验证的交易，单个客户单日累计金额应不超过5000元。
