我国将建立分级诊疗制度，以改善县郡级，特别是不发达地区卫生中心的服务水平。

会议确定的具体措施还包括，整合共享检查检验、消毒供应等医疗资源(medical resources)，推进检查检验结果(medical results)互认。促进不同级别和类别医疗机构之间有序转诊(referral)，上级医院对转诊患者提供优先接诊、检查、住院(hospitalization)等服务，畅通慢性病(chronic disease)、恢复期患者(convalescent patients)向下转诊渠道。

此外，鼓励老人(elderly)、儿童、孕产妇(pregnant or lying-in women)、慢性病患者等，在自愿基础上与基层全科医生(general practitioners)、乡村医生等签约(sign contracts)，接受基本医疗(receive regular medical services)、公共卫生和健康管理等服务，鼓励二级以上医院医师参与签约，使居民获得更便捷的优质医疗服务。
